
Climate change is a major challenge faced by humanity in the 21st century. In order to address this crisis and achieve the goal of keeping global warming within 2°C or even 1.5°C as set out in the Paris Agreement, countries around the world have put forward carbon neutrality targets, seeking a transition to zero carbon. As of September 2023, more than 150 countries globally have made commitments to carbon neutrality, covering over 80% of global carbon dioxide emissions, GDP, and population. To identify the opportunities and challenges in the current global carbon neutrality process, accelerate global climate governance, achieve a just transition, Tsinghua University’s Institute for Carbon Neutrality and School of Environment, with the joint support of Tencent and numerous experts, have compiled the “2023 Global Carbon Neutrality Annual Progress Report.” The report systematically evaluates the progress of 197 countries globally in carbon neutrality commitments, low-carbon technologies, climate investment and financing, international climate cooperation, and provides important information and references to promote countries in deepening their carbon neutrality transition and bridging the gap between global carbon neutrality progress and the temperature goals of the Paris Agreement.
