In the global journey toward carbon neutrality, comprehensive and timely progress assessments are crucial for consolidating and strengthening climate ambition and action, as well as supporting the Global Stocktake under the Paris Agreement. On September 26, 2025, the 2025 Global Carbon Neutrality Annual Progress Report was released in Beijing. Over the past three years, the Report has been continuously published and refined, establishing a comprehensive, systematic, and dynamically updated framework of data and modeling methodologies. Covering all aspects of the carbon neutrality transition across 198 countries and regions worldwide, it strives to present an objective and holistic view of global progress.

The year 2025 marks the 10th anniversary of the adoption of the Paris Agreement, a time when global climate action is witnessing both advancements and setbacks simultaneously. On the positive side, the momentum toward global carbon neutrality remains strong. As of June this year, 165 countries have set carbon neutrality targets, and the deployment scale of clean technologies continues to rise. However, significant challenges persist: climate policies in some countries have regressed, developed nations have failed to fully deliver on their financial commitments to developing countries, and emerging green trade barriers are slowing down the global transition pace.

At this critical juncture where the global climate process faces both challenges and opportunities, the Report aims to cut through short-term disturbances and noise to identify key trends in the global low-carbon transition. It seeks to answer five core questions: Amidst complex global signals, what were the key advances over the past year? Are the updated Nationally Determined Contributions (NDCs) from various countries sufficient to support mid-to-long-term carbon neutrality goals? Can key technological targets, such as tripling renewable energy capacity by 2030, be achieved? To what extent can actions by cities and enterprises fill the gaps and inconsistencies in national-level policies? What implementation gaps currently exist in the global carbon neutrality process? To address these questions, the Report continues to utilize the comprehensive evaluation framework of “Targets–Policies–Actions–Results” to conduct a quantitative assessment of progress across nations.
