The 2023 Report of Synergetic Roadmap on Carbon Neutrality and Clean Air for China was jointly initiated by Tsinghua University’s Institute for Carbon Neutrality and Department of Earth System Science, the Chinese Academy of Environmental Planning, Peking University’s College of Environmental Sciences and Engineering, Nanjing University of Information Science and Technology’s School of Atmospheric Sciences, and the China Clean Air Policy Partnership. With support from the Energy Foundation, the China Clean Air Policy Partnership invited over 50 domestic frontline scholars to jointly compile and release the report. The report is themed “Reducing Carbon, Reducing Pollution, Expanding Greenery, and Promoting Growth.” Building on previous research, the report further refines the collaborative governance monitoring indicator system. It designs 20 indicators in five areas: air pollution and climate change, governance systems and practices, structural transformation and governance technologies, atmospheric component sources and sinks, and reduction pathways, health impacts, and collaborative benefits. By tracking the progress of these indicators, the report analyzes the challenges China faces on the pathway of carbon neutrality and clean air synergy, and proposes solutions.
