On September 26, the Global Carbon Neutrality Progress Forum and the release ceremony for the 2025 Global Carbon Neutrality Annual Progress Report (hereinafter referred to as the "Report") were held at Tsinghua University. The event featured opening remarks and a joint unveiling of the Report by Jiang Peixue, Vice President of Tsinghua University and Academician of the Chinese Academy of Sciences; Liu Yanhua, Honorary Chair of the National Expert Committee on Climate Change; Patricia Espinosa Cantellano, former Executive Secretary of the UN Framework Convention on Climate Change (UNFCCC) Secretariat; and Li Gao, Vice Minister of the Ministry of Ecology and Environment (remarks delivered on his behalf by Liu Yang, Deputy Director General of the Department of Climate Change). The release ceremony was presided over by He Kebin, Dean of the Tsinghua University Institute for Carbon Neutrality and Academician of the Chinese Academy of Engineering.

Jiang Peixue stated that Tsinghua University, grounded in the national "Dual Carbon" strategy, has achieved breakthroughs in fields such as zero-carbon energy and new power systems, and is actively promoting campus carbon neutrality demonstrations.

Liu Yanhua proposed that technological innovation is a key pillar for achieving the "Dual Carbon" goals, emphasizing the need to accelerate both the scaling of mature technologies and the pace of cutting-edge technology research and development.

Patricia Espinosa Cantellano noted that the Report provides an important intellectual platform for the 30th Conference of the Parties (COP30) to the UNFCCC, contributing to strengthening multilateralism and implementing the Paris Agreement.

Li Gao expressed that China's latest Nationally Determined Contribution (NDC) targets for 2035 demonstrate its maximum emission reduction effort, offering "Chinese wisdom" to the world.

Wang Can, Director of the Synergistic Pollution Reduction and Carbon Mitigation Research Center at the Tsinghua University Institute for Carbon Neutrality and Professor at the School of Environment, presented the highlights of the Report.

This year coincides with the 10th anniversary of the Paris Agreement. The Report was compiled by the Tsinghua University Institute for Carbon Neutrality in collaboration with multiple institutions. It continues the "Targets-Policies-Actions-Progress" assessment framework and, for the first time, systematically evaluates countries' updated NDC targets, covering 198 countries and regions with 217 indicators. It focuses on analyzing China's practical achievements in the five years since announcing its "Dual Carbon" goals.

The Report reveals a positive trend of "deepening targets and technological innovation" in the global carbon neutrality journey, but also highlights structural imbalances such as "lagging finance and cooperation." It calls for strengthening NDC ambition, reforming financial architectures, and accelerating the shift from "pledges" to "implementation."

During the keynote and thematic report sessions, experts and scholars exchanged views on topics including China's carbon market, circular economy, climate risks, and power sector transition.

He Kebin concluded by stating that Tsinghua University will continue to deepen research and collaboration, contributing wisdom and strength to the field of carbon neutrality.
